OpenText, a global leader in secure information management for AI, announced that it will make several of its enterprise data and AI solutions available on the AWS European Sovereign Cloud a new, fully independent cloud infrastructure purpose-built for Europe.

This move marks a significant milestone not only for OpenText but also for regulated European organizations that have long struggled to balance AI adoption with strict data governance obligations.

The AWS European Sovereign Cloud is a fully featured, independently operated sovereign cloud backed by strong technical controls, sovereign assurances, and legal protections designed specifically to meet the needs of European governments and enterprises. Rather than being a simple regional extension, it is, in fact, a standalone infrastructure entirely separate from standard AWS commercial cloud regions.

As a result, it gives organizations an entirely new level of assurance: that their data, operations, and governance remain firmly within EU boundaries at all times.

Taken together, these tools form a comprehensive enterprise suite. More specifically, OpenText’s solutions deliver structured, secure content management, making data ready for AI-powered analytics and automation that accelerate data-driven decision-making while providing clients with the same security, availability, and performance they expect from AWS.

Furthermore, this arrangement enables OpenText customers to meet stringent operational autonomy and data residency requirements within the European Union.

Europe’s regulatory landscape has grown increasingly demanding in recent years. Regulations such as GDPR, NIS2, and emerging EU AI Act provisions have placed compliance at the centre of every enterprise IT decision. Additionally, this solution is designed for regulated sectors like banking, healthcare, and government industries where data control and GDPR compliance are not optional but fundamental.

OpenText is also partnering with French hosting provider S3NS to deliver European sovereign cloud solutions powered by Google Cloud, targeting sectors such as banking, healthcare, and government.

Together, these two announcements signal a deliberate and coordinated strategy. Rather than depending on a single hyperscaler, OpenText is building a multi-cloud sovereign architecture that can serve European enterprises across different regulatory and jurisdictional needs.

The moves are part of a broader push to position “sovereign cloud” as a hybrid-trust model, where critical data and access-control logic run in dedicated private-cloud or EU-hosted environments, while other components use multi-tenant infrastructure still confined to European data centres.

Customers can begin planning their transition to the AWS European Sovereign Cloud today. OpenText has confirmed that the transition planning process is now open, allowing enterprises to assess their readiness and map their migration paths.

Looking ahead, OpenText will offer customers a hybrid sovereign cloud architecture that supports regulated European Union organizations with secure, AI-ready data platforms, complementing what is already available in North America.

This partnership arrives at a time when demand for sovereign cloud infrastructure across Europe is accelerating sharply.
