According to the newly released 2026 State of AI Development report by OutSystems, the era of AI experimentation is firmly over and a more complex, governance-heavy era has officially begun.

OutSystems, a leading AI development platform, surveyed nearly 1,900 global IT leaders between December 2025 and January 2026 to compile the report. The findings reveal that 96% of organizations are already using AI agents in some capacity, while 97% are exploring system-wide agentic AI strategies. In other words, adoption is no longer a forward-looking goal it is the present reality.

However, as adoption races forward, a critical concern is emerging just as rapidly.

Despite the momentum, the report surfaces a significant and growing tension. As adoption accelerates, governance is struggling to keep pace. As many as 94% of organizations report concern that AI sprawl is increasing complexity, technical debt, and security risk.

Furthermore, the structural response to this challenge remains alarmingly thin. Thirty-eight percent of organizations globally report mixing custom-built and pre-built agents, creating AI stacks that are difficult to standardize and secure. Meanwhile, only 12% have implemented a centralized platform to manage sprawl, while most enterprises are still experimenting with governance approaches that vary by team and region.

This fragmentation is not merely a technical inconvenience it represents a compounding risk to enterprise security, regulatory compliance, and long-term scalability.

Beyond governance concerns, the report also highlights just how deeply AI has embedded itself into core business operations. Thirty-one percent of respondents say AI is already integral to their development practices, and another 42% have embedded AI into specific phases of the software development lifecycle.

Moreover, as AI agents prove their value, organizations are beginning to reduce direct human oversight. Fifty-two percent of organizations now rely on a human-on-the-loop model, allowing systems to operate with reduced direct oversight while maintaining supervisory control.

In terms of capability maturity, the results are equally striking. According to the report, 49% of surveyed IT leaders describe their agentic AI capabilities as advanced or expert. That said, maturity is far from uniform globally.

Not all markets are at the same stage of the journey. In the Asia-Pacific region, markets such as India are already reporting advanced levels of agentic AI capability, while countries like Australia and Japan are steadily moving initiatives from pilot to production.

The shift in enterprise AI strategy is not just reflected in statistics it is felt on the ground. Scott Finkle, VP of Technology at McConkey Auction Group, shared his organization’s hands-on experience:

Our approach to working with OutSystems for an agentic solution was to start with a small, well-defined project that we felt like we could get into production, and that would actually have an impact on the business. Our main goal of the project was to build some muscle for building AI projects moving forward.
Scott Finkle, VP of Technology, McConkey Auction Group

Meanwhile, OutSystems CEO Woodson Martin framed the broader strategic stakes clearly:

The transition from AI experimentation to measurable business outcomes is no longer a future state it is our current reality. As organizations move toward a ‘system of agents’ model, the challenge is no longer just about adoption, but about creating a stable architectural foundation that can coordinate these complex intelligent systems to drive real-world productivity.
Woodson Martin, CEO, OutSystems

In direct response to the governance gap identified in the report, OutSystems has moved quickly to introduce a solution. The company recently launched OutSystems Agentic Systems Engineering, a new open approach to AI development designed to help organizations build, manage, and evolve governed agentic systems for the enterprise.

Looking further ahead, the industry trajectory is undeniable. Gartner predicts that 40% of enterprise applications will include task-specific AI agents by the end of 2026, highlighting the speed at which autonomous systems are becoming embedded in enterprise software.

Consequently, the question enterprises now face is no longer whether to adopt agentic AI but how fast they can build the governance architecture needed to manage it responsibly.

Disclaimer: This reporting is based on publicly available sources.
