Meta Platforms is deploying software on U.S. employees’ work computers that logs mouse movements, clicks, keystrokes, and periodic screen captures to generate training data for its artificial intelligence models, the company confirmed Tuesday.<\/p>\n\n\n\n

The tool, internally called the Model Capability Initiative (MCI), will run on designated work applications and websites, according to internal memos seen by Reuters. Meta spokesperson Andy Stone confirmed the program’s purpose in a statement provided to multiple outlets. <\/p>\n\n\n\n

The move comes as Meta races to develop AI agents capable of performing autonomous office work, putting it in direct competition with OpenAI and Anthropic. Meta Chief Technology Officer Andrew Bosworth disclosed in a separate internal memo on Monday that the company would expand internal data collection under its “Agent Transformation Accelerator” program. <\/p>\n\n\n\n

Stone said MCI data would not be used for employee performance reviews or any purpose beyond model training, and that unspecified safeguards are in place to protect “sensitive content.”<\/p>\n\n\n\n

The surveillance program surfaces as Meta prepares for significant job cuts. The company is planning to lay off 10 percent of its global workforce starting May 20, with additional reductions expected later in 2026, per Reuters. Meta has already cut roughly 2,000 employees in smaller rounds this year.<\/p>\n\n\n\n

Meta’s public job listings reflected the hiring slowdown sharply. The company’s careers page, which hosted approximately 800 listings in March, showed just seven open positions as of this week, the BBC reported. Meta’s spokesperson declined to address the reduction. <\/p>\n\n\n\n

In 2025, the company paid $14 billion for a near-majority stake in data-labeling firm Scale AI, whose former chief executive, Alexandr Wang, now leads Meta’s Superintelligence Labs unit. <\/p>\n\n\n\n

Meta Chief Executive Mark Zuckerberg said in January that 2026 would be “the year that AI dramatically changes the way we work,” adding that projects once requiring large teams could increasingly be handled by a single individual. <\/p>\n\n\n\n

Legal scholars say the program faces substantial regulatory risk in Europe. Valerio De Stefano, a labor law professor at York University who studies technology and comparative employment law, said the practice would likely constitute a violation of the European Union’s General Data Protection Regulation.<\/p>\n\n\n\n

Country-level restrictions are more explicit still. In Italy, using electronic monitoring to track employee productivity is prohibited by law. German courts have held that keystroke logging is permissible only under exceptional circumstances, specifically, credible suspicion of a serious criminal offense, De Stefano said.<\/p>\n\n\n\n

In the United States, legal exposure is limited. Ifeoma Ajunwa, a law professor at Yale University, noted that no federal statute restricts employer surveillance of workers. Most state laws require only that employees be notified of monitoring in general terms.<\/p>\n\n\n\n

Separately, the broader data-collection push mirrors moves elsewhere in the industry. OpenAI was reported in January to be soliciting real workplace documents, PowerPoint presentations, and spreadsheets from third-party contractors for use as training material, Reuters reported.<\/p>\n\n\n\n

Meta said the MCI tool represents a new, formalized use of employee data. A company spokesperson acknowledged to the BBC that employee activity on Meta computers was technically accessible to the company before the program’s launch; logging it specifically to improve AI models is new.<\/p>\n\n\n\n
