Goa’s AI Policy Nears Completion, Focus on Startups and Governance Use Cases

Goa is moving closer to finalizing its artificial intelligence policy, with the state government refining the draft through stakeholder consultations aimed at building an inclusive and implementation-focused framework.
Officials from the Department of Information Technology, Electronics and Communications (DITE&C) met with members of the Goa Technology Association (GTA) at Paryatan Bhavan in Panaji this week to review the revised draft. The discussion covered the policy’s objectives, key pillars and potential sectoral applications.
Industry representatives also met Information Technology Minister Rohan Khaunte, who sought feedback on challenges faced by AI startups and emphasised the need to address these issues within the policy to ensure effective rollout.

The development follows the government’s commitment during the budget session to finalise the policy within 100 days. Since then, the state has accelerated efforts to shape an AI roadmap focused on ethical, inclusive and impact-driven adoption.
The drafting process began in March, when the initial policy was circulated among stakeholders for feedback. The government received 57 suggestions from industry bodies, institutions and departments, including GTA, ASSOCHAM Goa, GCCI, the education department and IndiaAI, and has incorporated them into the revised draft.
The recommendations focus on accelerating AI adoption through partnerships, ensuring time-bound implementation, improving citizen-centric services and strengthening AI education and skilling through curriculum alignment and sector-specific applications.
The policy is part of the broader Goa AI Mission 2027, which includes initiatives such as AI-focused governance workshops, a chatbot for citizen services and a state-level AI hackathon.
The state is also planning to expand AI education in schools and colleges, set up AI labs and train teachers. Other initiatives include a partnership with Bhashini to develop a Konkani large language model, the creation of an AI readiness index for government departments and plans to establish an AI Centre of Excellence.
With consultations ongoing and multiple initiatives underway, Goa is positioning itself to build an AI ecosystem that supports startups, improves governance and expands access to emerging technologies.
