Flashpass Raises $4.25M Seed for GovTech Skills Platform

FlashPass has closed a $4.25 million oversubscribed seed round as it bets that software can meaningfully chip away at unemployment in an AI-accelerated economy.

The platform is designed to address capability gaps in government systems by offering structured, role-specific learning pathways for digital and AI adoption across public sector functions.

Columbus, Ohio-based workforce platform Flashpass has closed a $4.25 million oversubscribed seed round as it bets that software can meaningfully chip away at unemployment in an AI-accelerated economy.

The round was led by J2 Ventures, a Boston-based VC known for backing Oura Ring, Aalyria, Apex, and Code Metal. Seven Stars Ventures, the AI-focused firm founded by OpenAI investor Stephen Lee, along with RiverPark Ventures, IA Seed Ventures, and Uncommon Projects also participated. The round officially closed on March 18.

Flashpass sells exclusively to governments, building customized workforce pipelines that connect displaced workers with high-demand industries. Its platform offers industry-recognized micro-certifications, scholarships, and training programs across sectors ranging from cybersecurity and defense technology to oil and gas. The company currently supports over 1,000 students through local training centers and community colleges, and has Ohio as its anchor customer through a $4 million annual pilot, its first major state contract. A proprietary job-matching engine is slated for launch later in 2026.

The company hit $4 million in ARR in its first operating year, an early sign that state governments are willing to pay for digital reskilling infrastructure.

CEO and co-founder Emil Barr said the funds will go toward expansion into multiple additional states, with Pennsylvania, Texas, and West Virginia already in early talks, plus potential federal-level opportunities. The company plans to open small offices in each new state it enters while maintaining its Columbus headquarters.

COO and co-founder Will Hinman previously served as director in the Ohio Speaker of the House’s Office and helped reshape the state’s K-12 education funding formula, a background that has been central to Flashpass’s government sales approach.
